That is a gorgeous building indeed. Isn't there a mistake on the date in Roman numerals? Letters can not be repeated more than 3 times. There are 4 xs. :)
I heard back from the journalist. According to her it was built either in 1889, or 1890. I told her about the four Xs in a row but no word on that from her, just yet.
This is such an exquisite building. So polished and neat. Grand architecture.

1889 - MDCCCLXXXIX
1890 - MDCCCXC
I will do some research on the net about this building. I'm so curious! : )
